My daughter needs it for a homework assignment have searched archives of the local paper online but they only go back to 1999

You could always call the Arizona Republic at 602-444-8222 that's the metro local news desk. They will probably have the print editions from those dates.

I know that at my local library they have all the local newspaper editions older than 3 months on microfiche, that stretches all the way back to the Sandusky Clarion (the old name for the paper) over 170 years ago.

The only number I can find for the library is 602-262-4501 but that may not be the right number. They should be able to connect you to the reference or archives.
