You're exactly right. One of the biggest problems facing our jail and prison system today is overcrowding, and this is due in part to the fact many mentally ill people get locked up for petty crimes, when they would be far better served by receiving care at a psychiatric hospital.
But federal funding to state mental hopsitals was cut drastically during the George Bush administration in the 1980''s and has never returned to sufficient levels. Also, taxpayers are mostly unaware of the high percentage of mentally ill persons in prison and jail--or they just don't care--so they continually vote against bond measures that would create psych hospitals.
Another problem that I consider to be a mental issue, substance abuse, also adds many to our prisons, but again, there is little help available out there for the addicted. Unless they of health insurance which will cover the exorbitant costs of inpatient care. (And even then: most health insurance providers offer far less assistance for psych care than for medical care.)
One good thing that would have happened if Gore would've been elected (besides Bush not getting in office) was that his wife, Tipper, is a HUGE advocate of bringing back the mental health care programs. She feels that there is an unfair stigma against those who are mentally ill.

agreed and who is he to decided who is dangerous or not immigrants are only in prison because they along with the other prisoners have broken the law why doesn't he go the whole hog and say shoplifting isn't a crime , nor theft or any other crime that he deems not dangerous what a t0sser

YOUR RIGHT. I WAS THINKING ABOUT THAT LAST WEEK, IT TAKES SO LONG TO GET AN APPOINTMENT AT A MENTAL HEALTH CENTER, MAYBE IF THEY BUILD MORE MENTAL HEALTH CENTERS, THEN THE PRISON'S JUST, MIGHT BE A LITTLE LESS CROWDED.

We could use more psychiatric hospitals, especially for adolescents, but we do not need more "mental institutions". Outdated terminology.
