I believe that it's in reference to purchasing diamonds... five things to look for, which also determine the diamond's price and value.
Carat, Color, Clarity, Cut and Certificate.

Susan S is correct. The five Cs are a set of national standards for language learning created by ACTFL (The American Council of Teachers of Foreign Languages) for language teaching.
