Nothing. TaxAtion, however, is meaningful!
It means that citizens should not be taxed unless they have had some say in the matter, i.e. what should be taxed, how much it should be taxed, when the tax must be paid and to whom, etc.

Exactly, Susan is right. It's kinda' like a man paying a fortune in child support but not being allowed to see his kids, not because he is a threat to anyone, but because Momma-jerk simply wants him out of her life, but still wants his money.
