"That" cannot be a conjunction due to the fact that it does not and cannot link two phrases together to form a compound sentence. Examples of conjuctions are and, but, so, and etc. If that was a conjunction, then it would not really make sense, since "that" cannot connect anything together. It serves as a demonstrative pronoun that just proves a point, or describes more about something already stated.
Ex) I wore the clothes that Lisa bought me.
