I can only think of o few. Anne Boylen, Catherine Howard, Mary Queen of Scots, Marie Antoinette. I'm sure there are more, but I don't know who. By the way Queen Elizabeth did not. She lived until her sixties after ruling for over 40 years.

Any particular country? In France, Marie Antoinette was beheaded. In England, there have been several, especially if you include 2 of Henry VIII's six wives (The old saying goes: "Divorced, Beheaded, Died....Divorced, Beheaded, Survived.). The most notable English queen that was beheaded was Mary, Queen of Scots.
