And then complain about the government after the fact? Beats me. I figure if you don't vote, you don't have a right to whine, complain, or argue about politics. And plus, what an insult to the women who worked so hard to get women to vote, only to have so many of them not do it

Same reason a high percentage across the board don't - things are going pretty well, especially the economy. Remember, "It's the economy, stupid."
Government is like the plumbing - we don't pay attention to it until something goes wrong with it.
Final thoughts: Compulsory voting is fascist. Also, if I don't vote, I STILL have the right to complain or say whatever the hell I want -First Amendment, you know.

Where are you citing your source from? That would be helpful, for one, so that we can actually know whether or not this is a fact or a hypothesis.
A lot of people don't vote because the American political and electoral process is flawed. It has nothing to do with being lacksidaisical about the right to vote at all. It's about refusing to participate in something that only benefits so few, and that...again, is INHERENTLY FLAWED. One only has to go back as soon as 2000 and 2004 to see this. Hell, Ray Charles can see it.

Finally, someone else besides me is asking this question. They have to get their eyebrows sculpted, nails painted, diamonds cleaned, and then go to cake decorating class. Politics bores women - they feel they can complain about stuff, but most women couldn't care less who the president is or the issues of America. Women make up 51% of the population of this country and are so disinterested in anything other than their flubber blubber hanging out of their stupid lo-rise jeans, tattoos on the low part of the back, and whether they smell or are a couple of days late. You ask any of them to name a third party and the answer you will get is, "oh it is the one we go to next, do they have wine?"

It doesn't matter which government is the ruling party, no-one is every happy. I don't know why women? and men, don't vote. Being ignorant and/or lazy is probably the reason.
