I have heard that you can use your parking brake to turn them off. push or pull, as the case may be, just until the brake light comes on, but does not actually engage the parking brake. This turns off the daytime running lights. It does work on my car.

It's no harm in having them on as it's low level power sent to your high beams and not the lows...

But For the most part, it's a module usually in the wheel well that is the cause of the daytime runnign lamps. You will need the jumper to replace the module with but the Ford dealer should be able to tell you where the module is and the price of the jumper (to do it right.. there are no fuses that I remember can turn them off without turning off somthing else in the process

Look in your car's fusebox(es). There might be a fuse for the daylight running lamps. If you remove the fuse, it might disable them from coming on. Good luck

chanced on it and unplug it,yet examine to verify you have lights once you turn them on!!!!! The seat belt chime as you call it, pull the fuse out,do no longer be responsive to which one,pull all of them out,separately. it would be marked accessory.

why do you want to do this ? we have had these in Canada since 1986 and it helps reduce highway fatalities by having Mr. Unaware see you when it's not safe for him to pass, please leave them in, don't find the relay and disconnect it
