Internet Explorer 7 provides improved navigation through tabbed browsing, web search right from the toolbar, advanced printing, easy discovery, reading and subscription to RSS feeds, and much more.
Internet Explorer 7 provides security through a robust new architecture, security features that help defend against malicious software (also known as malware), and new ways to better protect against the theft of personal data from fraudulent websites, a practice known as phishing.
SYSTEM REQUIREMENTS
Computer/Processor: Computer with a 233MHz processor or higher (Pentium processor recommended)
Operating System: Windows XP Service Pack 2 (SP2)
Windows XP Professional x64 Edition
Windows Server 2003 Service Pack 1 (SP1)
Memory: For Internet Explorer 7:
Windows XP Service Pack 2 (SP2) - 87 MB
Windows XP Professional x64 Edition - 168 MB
Windows Server 2003 Service Pack 1 (SP1) - 87 MB
Windows Server 2003 Service Pack 1 ia64 - 218 MB
Drive CD-ROM drive (if installation is done from a CD-ROM)
Display Super VGA (800 x 600) or higher-resolution monitor with 256 colors
Peripherals Modem or Internet connection; Microsoft Mouse, Microsoft IntelliMouse, or compatible pointing device.
I use IE 7 and it is a very good internet browser. It is a huge step up from IE 6, and also I think its beats Firefox 2.0 in few aspects.
I have also noticed a slight speed increase with IE 7 compared to IE 6.
Dowloading with dial-up would take some time but you can just let the computer download and install automatically, go away and leave it for a while, then come back once its done.
I say you should get it because it is alot better than IE 6, and yes, it is free.
If you would like to download it go to this site:

It does not cost anything to download, but it'll validate your copy of windows prior to downloading. Thus if you're running a pirated copy of Windows, you won't be able to download/install it.

It's free, it will take a LONG time on dialup and it shouldn't change the internet's speed on way or another.
On the Microsoft website is usually a link to order it on CD. Usually for about $5 shipping.
