It's all about the electrons. Whether or not the atom has an outer ring of fewer or more than its neighboring atoms.

Atoms like to have a full outer shell. If they don't have enough electrons, the obtain them by chemical bonding. One way is ionic bonding. The other is cavalent,
Ionic Bonding - Atoms transferr or give awy electrons
Covalent Bonding - Shares elecctrons. These chemical bonds create molecules. Such as water.

Bexause very often they have a certain polarity that does not allow them to stay alone ( atomic entities have to be neutral)
\for example in the case of the salt
sodium = Na is positive (na+)
chlorine is negative (Cl-)
therefore they combine
NaCl and form a neutral molecula.
same thing for water
Oxygen negative (O2-) needs two positive entities to be neutral
therefore 2 Hydrogens (H+) combine with it
and we have water!!! H2O

In laymens terms.......Because some atoms dont have a full outer rings of electrons, and another atom might have one that it needs....so they share electrons which bind then together.
