Depends on what you mean by 'settlers'. If you mean those who came to Canada with the express idea of wiping out the culture and individuals of the indigent population because they didn't have a European background, then clearly it was the French.

If you mean who first occupied its soil, then clearly it was the various tribes who migrated over the Bering strait from Asia.

Well you could go with the Inuits and Eskimos, but I would prefer to say the Vikings. Archaeologists found old Viking settlements in Newfoundland, or, was it Nova Scotia.
