I was born in 1947, spent my life around women, and I never saw a poodle skirt in my life until the 1970's. They certainly weren't universal. Head to the library and try to find bound copies of fashion magazines. You'll find blouses with Peter Pan collars, skirts with crinolines (my sister had a fine assortment of those) circle pins, and sweaters of every sort, always with buttons down the front. For casual wear, there was always a men's white shirt worn as sort of a mini-dress over shorts, though this varied drastically. Shoes could be the saddle shoes you've seen, but also plain low-cut gym shoes of the Keds variety, typically white. Slacks of every sort were popular, including ones with stirrups, and pedal pushers, and jeans with rolled-up cuffs. You might do best to go dressed as a businesswoman, with a suitable hat and possibly gloves. White blouse, longish dark skirt, and a matching jacket. Stenographer's pad is optional.

One time I chased a poodle for two miles but still couldn't get her skirt off when I caught her

My first reaction was to tell you a costume store. But if you sew then you could make what you need.

You could check on ebay. In my area, there is a freecycle site, www.freecycle.com. maybe see if your area as anything like this, you would be surprised of what people are willing to help you find.
