I asked this because i had to recite a poem called if by rudyard kipling!

It means they are so frustrated or confused that they can't keep their head straight. Ugh another expression. Anyways, it pretty much means that they are either burdened with so many tasks they can't keep track of them, they are really nervous, or they have a big test and their cremming it in to the last day =). It means they just can't concentrate cuse they have so much on their heads.
