We can have a quest for peace entirely apart from war.
There is always an alternative, whether it be dialogue, painful compromise or tolerance.
When a war has to be fought to bring peace, then peace has lost its meaning. This is where I find Blair's statement that war may be needed for peace, to be fundamentally flawed.

There are only two reasons that war exits. First is economy and the second is population control. Therefore If we people take control over the number of children we have and we find better ways to employ everyone and governments take control over the crippling deficits they create then perhaps we can end war altogether.
