he is not neutered and is almost a year old. It looks just like a flap of skin with fur

yes, this is perfectly normal. what you are seeing on either side of his vent is his scrotum. this is the skin that holds the testicles. He would have this wether he was nutered or not. Hope this helps.

Flap of skin is very vague terming. You could be just talking about the rabbit's male testicles. If it is a lump, it could be a hernia or abscess. It's really hard to say for sure without seeing what you are talking about or without a better description.

You'll have to be more specific. How old is the rabbit? Is he neutered? What does the flap look like and where exactly is it located?

Does it look like skin not fur? Is it rounded? Sounds like your bunny boy is in rote aka horney & ready to go! Very normal! But please get him fixed. These conditions are frustrating for them.
