why dont you buy weights for your feet or buy a sprinting paratchute it helps alot

LoL, Don't listen to these people. Yes, you can play. It's JV people not Varsity. During your 1-2 years with JV you will grow, & add weight, and muscle. Go for it kid, & don't let no1 tell u different. BTW, If you're quick like you're saying go out for RB. Again do NOT listen to these people that don't know what they're saying. RB is your best chance at playing since for a WR your still a little too short, and the coach may not want to put you out there, or the QB may not want to throw you the rock. So, go for RB, and try and be the KR and/or PR as well.

It's called SPARQ Training, stands for Speed, Power, Agility, Reaction, Quickness, all of which are needed in football.

Work on running effieciently, using your arms in conjunction with your legs in one fluid motion. Some people just have more fast-twitch fibers in their muscles so there may not be much you can do to get faster.

run steps, up hill or in sand. also you can use a parachute to add resistance. of course losing weight wouldn't hurt either.
I am assuming that you are exagerating by saying people twice your weight are faster than you.

try running sprints, doing some suicides (not committing suicide), and squats help your legs get stronger. stronger legs= faster

try running track that way you can run against people faster than you so you get faster.
