Are you talking about declaring yourself incompetent in a legal sense? As in "incompetent to stand trial?" Or incompetent to look after yourself? Either way, one cannot simply declare this himself and receive any type of legal standing or certification, or be absolved of any crime. A declaration of mental incompetence--or insanity--must be sworn in writing by at least two psychiatrists.
The same goes for having somebody committed to a mental facility. You can't just call up the cops and say: "Take my brother away to the loony bin; he's crazy." Again, the only way a person can be confined to an institution against his will is if at least two doctors declare him a threat to others or himself. This of course is unless he has committed a crime that is punishable by incarceration.

...you become a known loser that no one can rely on...it is kinda comforting cause no one would overwhelm you with expectations
