Freewebs.com is a free website with editior tools. If you want to add a new page you add a new page. If you want to edit a page then hit edit it uses there tools and is far the most simplest way to set up a website.
There are some other freewebsites out there that provide more feature and support. If you are new then I would recomend freewbes or services that provide Fantastico / Perl. Make sure you have enough MySQL database of course.

You could get a free account with dozens of hosting places. The easiest thing to do is get a myspace though.
