There is a way to work around this problem though.
You will need a wireless router, cost under $50 usd.

First, you will connect this router to your desktop (the one with dial connection) with a network cable. You will then enable connection sharing from your desktop for the dial up connection.
Third, configure a LAN sharing from your wireless router. You have to look up the wireless router's manual to do this.
Finally, turn on your laptop and open the wireless connection and scan for a network, add this network to the card.

That's it, you should be able to user internet from laptop around your house/office.

If you do not, you might have to configure firewall, LAN settings from your desktop.

If you have broadband, you don't have to go thru all that trouble thought.

your laptop needs to have a wireless network adapte installed in the pc so that it can pick up a signal...

for WIFI, these are actually hot spots that you can connect when youre out like starbucks or any other wifi hot spots..but if you mean wireless, you need to have a router so that you can connect to the internet...also, yes, you need to have an internet provider for this...

You will need to spend about $250.00 to $300.00 for parts needed but before you do that, open up your computer, go to help and type "Home Wireless networking" Read a little to educate yourself and to see what's all about and what you need; then decide. If you don't want to do that, call the geek squad and have them come at your house to do it for you. They will charge you about $200.00 over and above the components needed for wireless networking.

Note: By the way, you will need either DSL or cable for networking.

You decide!
