Could he create monsters and freeky wierd people like doctor Morrow?

There are different types of stem cells. Most of which have limited possibilities as to what they can become ( liver stem cells can become any liver cell, skin stem cells can only become skin cells)

Embryonic stem cells can only become what their DNA limits it to. So human embryonic stem cells have to make some human cells.

I actually asked this question to my bio professor last year because i was wondering the exact same as you (well except the doctor morrow part).

A scientist wouldn't try to create something bad like that, particularly with anything human-derived. So-called Mad scientists can't really succeed in their quest to make a monster because everything modern scientists do must be recorded and witnessed by another scientist(witnessing is where another scientist observes you while you write out your results to verify that they are accurate). As a Biotechnology student, I have to follow these procedures, and they are VERY strict. Also, the reason scientists are looking into stem cells is that they can essentially become any type of cell; something that could prove very useful for someone in need of a new kidney or liver, or who has a degenerative disease.

How about regenerate damaged tissue.
Is that bizarre enough?
Stem cells don't lend themselves to uses such as biological weaponry. If they did, legislation to allow unrestricted stem cell
use would have quietly passed long ago.
Actually, using biology as a weapon is somewhat bizarre and very, very mad.
