The earth rotates at a 23 degree angle that's why we have stable and predicable climates. The moon also plays a huge role in why we are tilted at 23*. If we where to go +/- 1* it would throw the world in to a very violent and unpredictable way. Hints mars has no stable axes or tilt it just kinda wobbles around out there. If we where to be like mars with no stable axes deserts would be oceans on one day and then back the next maybe even faster then that there is no way to tell for sure. So 23 refers to the degree the earth rotates at. hope that helps

As others say here -- the Earth has a rotation axis, and that is tilted at 23 degrees off of true "up and down" in reference to the Sun. It is what gives us the seasons. It gets complicated, but -- if the Earth did not have this tilt, it is doubtful that life would have existed here.
