The proper definition is that there are several colleges within a university. But, a single college can exist outside a university as well. A college is a study of a specific area, and a university may conglomerate those colleges but a college does not have to be part of a university. A 2-year institution is a Junior College.

HOWEVER, if you ever hear an American talking about college (I go to college, at my college, etc), they are referring to the university as a whole not just to the division where their major lies. If you ask someone 'Where do you go to College?', they will not answer the College of Business, they will answer the University of Michigan (for example).

In common speech, college is slang for university and the two are interchangeable, although you are unlikely to hear anyone that has not travelled overseas refer to it as 'university'.

These days college and university are used interchangeably, and usually "college" is the general word for post-secondary school education. But in the actual names of schools, "university" typically refers to a 4-year institution, while "college" is normally a 2-year school that offers Associate's degrees.*

Note: there are exceptions, i.e. Boston College, Austin College, etc. are 4-year universities.

There are colleges within Universities. For example, I go to the University of Houston, and I'm a marketing major. Therefore, I'm apart of the College of Business within U of H.

I am in Australia. I have always wondered that too (it's an American thing, College). Although there are colleges within universities, I don't think that's the kind of college the asker is referring to. I think the answer given by Tavia T would be correct.
