If you PC is slow its' probably because it is fragmentated, or the files are sort of scrambled and it takes a little more time for the programs to locate and and use them. Click Start/Programs/Accessories/System tools/defragment and run the program. Depending on your system it can take a bit of time for the program to defragment your hard drive. Once its' done your PC should be faster.
As for the cookies you are talking about, go to your control panel, internet options. Then click Settings/View Files; this is your cookies folder. On the top left click Edit then inverse select. All the files should be blue; click delete. No more cookies.

In addition to what has been said above, go to the start menu, click on Run, type %temp% , go to Edit, click on Select All, and then delete all the files. You may get an error message saying that you cannot delete certain files. Write down the name of those files, and then delete every file but those that it tells you that you cannot delete. This should help.
