get a tap set and match the thread with the bolt drilling does not cut threads but a tap will. after you tap out the hole the bolt will screww in and tighten up

What didn't work in the drilling process ?? If you can get a hole thru the bolt you might get an easy out to work. I have removed many bolts with a small chisel. catch the outer edge and slowly back it out. Does it protrude so you could get vise grip on it ??
Maybe tell us a little more.

What kind of car might help. If the bolts go through the bell housing, try going all the way through and putting a nut on the other end.
