I need an internet public library where you can 'checkout' books and read them. And ideas? And have it be nothing like 'ipl.com'

Check out the website of your local public library. Many libraries now offer e-books or audio books that can be "checked out" for free.

You are looking for a place to read books. Project Gutenberg contains thousands of books out of copyright including many classic works of literature. Questia contains thousands of books and is a lifesaver for a student. However, you have to pay a subscription fee.

Well if you like sci-fi/fantasy you can sign on to Baen's Books on the web and bring up their section of ebooks and not only read them but download them too for free.
