I dont have any sort of "mad sewing skills", i just like the shirt better without the ruffles. Do I have to do some fancy sewing technique or can i just cut them off? will this ruin the shirt?

You can't just "cut them off", or you will be left with visible, fraying edges where the ruffle met the blouse. Try this method:

Whenever you need to remove anything from a garment (like the ruffles you're talking about), always turn the garment inside out, and find the stitches that attached the extra fabric. If you have a nifty little sewing tool called a "seam ripper" (it has a barb-like sharp point), use that; if not, use a small scissors with a sharp point (cuticle scissors work well). Start at the edge at the bottom of the garment. Find the first stitches and, prying them up a bit, snip them to start to disconnect the ruffle. Try to loosen the stitches ahead of you, making small snips as you go. You may find that you only have to snip every other stitch (or less) to disconnect the ruffle. You may find that at the beginning and end of the stitch length, that there are several rows over each other. Just use care and patience and you should be able to get them all out.

After you've got the whole ruffle off the blouse, wash it using an extra helping of fabric softener. This will help the fabric to relax a bit and close up the holes left by the stitches you've removed.

Save the ruffle you removed! You may decide to ADD it to another blouse, perhaps at the cuffs (think pirate!)

Good luck!

In a small place where it won't show(or where you can restitch with one or two stitches): With a seam ripper or cuticle scissors, clip a few threads. Then gently pull the fabric up, down, and sideways and see if the holes that are left "close up"., and can't be seen. If they do, continue clipping threads until the ruffle is off. If the holes are still large enough to be noticeable, you will just need to learn to like the ruffle!
