It is actually common to vent a dryer to a roof providing it is only one story. A metal duct with a roof cap specifically for a dryer will work. Nutone makes a roof cap designed for this and can be purchased at Lowe's

Most dryers do not have enough exhaust power to push a column of air out through your roof, you would need a "Booster Fan" to move that much air vertically. You will shorten the life of your dryer this way, and cause a fire since the lint will not be moved out through the roof vent.

Check your local building codes first.
As with the other posters, lint and fire is your biggest fear.
Here in my town, they have just changed the code. You can no longer utilize the flexible metal ducting that was common for venting these appliances. They want everything hard duct and they have a limit of 5' vertical rise.

No domestic dryer is designed to be vented more than 6' vertically. I know many are but efficiency is affected. You need to install a rain shield and screen. The screen prevents bugs,bats and birds from entering. The screen will block with lint and further decrese efficiency. Appliance tect. 35years.

Dryer vent motors are not very strong. Usually 5-10' horizontal is about all they can manage. There are tables that address the subject for most appliances.

Not very safe. eventually the lint would build up and start a fire. you couldn't push the lint up that high to go out of the roof pipe.

Looks like they didnt read the question, But if you put a clean out in thebasement Yes you can, you just have to be sure to keep it cleaned out or your looking for a fire
