I think you have confused your question.

An atom is made up of a nucleus- (which contains protons and neutrons) and a number of shells.

Shells contain only electrons. The number of shells depend on how many electrons there are. Nothing surrounds electrons.
Upto 2 electrons: 1 shell
upto 10 electrons: 2 shells
upto 18 electrons: 3 shells
