Well I'm on newspaper too and I just wrote about what people actually discuss. Like we live in a small town and people constantly say that teens become under the influence ( get high or drunk) because of boredom so I wrote an article interviewing people of higher populations proving that yea they have more stuff to do but they still do the same stuff we do and they still get under the influence. And people loved it! So just think what do you hear people in your school talk about? Not just wow I hate the school rule against cell phones or something like that but you know what people have converstations over. Right now I'm working on holidays and their history like christmas, christ doesn't have a known birth date but when the romans converted they changed their pegan holiday into christs birthday, christmas. So yea interesting stuff like that. Then you can write about stuff that's interesting like I once bought a magazine just because the cover story was about an 18 year old mayor that is still in school. Then there's a more entertaining article idea like your own "I belive..." like on blue collar tv. Funny quotes and/or stories from students in the school cause then your garunteed to get the students that you interviewed and all of their friends to pick up the paper just because they're in it! So good luck with your school paper! =)

Anything that is controversial at your school....
1. dress code
2. dances
3. school lunches--compare lunches from other schools to yours. Include price, serving portions, etc.
4. Administration treats athletes better than the rest of the student body--privileges, etc.
5. censorship--we had parents complain about a book. You could also look at other censorship, is your school paper read by administration before printed; theater dept.--do plays and musical have to be approved by the administration?
These are some stories that my school had last year.

File an open records request for school discretionary spending. You will probably find that the district has a lot of credit cards and expense accounts which are spent on all sorts of crazy stuff like food and other unnecessary stuff. Go through their files. you are entitled legally. Time to be a real journalist!

Run a survey! I and my partner did in high school. More than once and we got some SERIOUS results. Two of them actually caused the principal to change school policy. They were on drug use and teen sex.

I was on my H.S. paper and once a month we took a surprise shot of one of the teachers and ran a funny caption and story to go with it.
