I believe that's a british expression, that is widely spread out around the world. a pub is mainly a BAR where you are allowed to eat, not on the tables, but on the actual bar.

The correct description is Public House. this means that the general public can enter at will during the time that it is open. There are also Private clubs and bars where you have to be a member before you can enter and have a drink. Pub does not describe the bar, it describes the licensed premises as the can be various rooms to a pub including the bar, the lounge, the restaurant, the snug (in older pubs)
