Because they have no life at all & they are miserable and they want others to be miserable too. They think they can hurt people, but most people just ignore it, don't pay any attention to it so they are wasting their time.

I dunno... I don't... I mostly give thumbs up, but I occasionally give a thumbs down... Some people probably are having a bad day or maybe they're mouse slipped or something... just a difference of opinion, I guess!
