OK, there are two forms of 'Elvish', Sindarin and Quenya, both are languages developed by JRR Tolkien for his own amusement and of course for use in the Lord of the Ring books. These languages were based on a number of real spoken languages including Finnish, Latin, Greek and Spanish.
As for learning it I'm not sure if you will ever find a formal teaching course so you will have to do all the work yourself. There are however a number of web sights with further information, just type Sindarin or Quenya into Google and see what you can find. This link might also be useful to get you started. Good luck.

I do not believe Elvish is a spoken language here on earth. However, you may want to look into J.R.R. Tolkien's trilogy Lord of The Ring books. There may be some references about the language there but it is solely for amusement. Perhaps you may check with a local library. Who knows? You might get lucky and find something I do not know about.
