First you have to have a very good control of your language , Second you have to have your story , either a novel or a basic story , then third you have to re wright the way you would see it in all its aspects , basically translating the story so it is workable , the scenes , includes the background , and then the actors . The writer is writing down which actor and the dialog the actor has to deliver , where the actor has to walk , do , and act , and this goes for all the actors , which then they studied it , receive their customs , practice it , and perform it , according to the screen play. For movies is similar only difference the writer has to include the angle shuts of the cameras and points of view for it's scenery . The writer is translating and braking down the story as the way it will be seen in a complete play or movie.
