If it's in person, do you work with the person? If you do, then work talk is an easy way to break the ice, but office romances can be horrible -- if things don't work out you still have to work with the person. If it's in person and you don't work with the person, what common interests do you have? Do you seem to end up at the same coffee shop at the same time? You could offer (with a smile) to pay for her coffee with a "Let me get that for you?" Show her what you have to offer with your personality and wit and charm. Do you see her on the highway on the way to work? Get in front of her at the toll booth and pay for your toll and for hers. And leave your business card with the booth agent to pass on to her, with your cel number on the back. I have a book somewhere called "1,001 ways to be romantic". I'm not saying start out being romantic -- you'll likely scare her off. I'm saying there are a lot of good ideas in the book that aren't THAT romantic but are thoughtful and some could be good ice breakers.
If it's over the internet, send her a short e-mail. By short I don't mean one word (ie: "Hi") but something short and to the point. If you like her photo, say so. If you like her questions or answers, say what you like about them. Be specific.
Try being "penpals" for a while. Maybe later offer her your phone number and if she calls, she may give you her number.
Breaking the ice can lead to a casual friendship, a great friendship, or more.
What do you think are your best qualities? Try to show them to her (in person or over the internet or phone). If she's the right person for you (even as a friend) she'll appreciate who you really are.
If you're trying to break the ice with a guy and you're hoping for friendship -- well, then I don't know what to do other than invite him to come out with you and some friends for a beer and later invite him to a sporting event. Perhaps. I don't know how men start friendships with other men. They do it so effortlessly it seems. Women seem to be much more work.

I always say that someone who can make me laugh before they tell me their name is someone who stays on my good side, so the best way to break the ice for me would be to use some wit ;)

If you see them often, ask them for their opinion about something, like a problem at work or what they thought of the party last night... Just something that you know they've done, so that it's not so awkward. Just be sincere and be yourself.
