do you use Nero or Roxio they both have there own cd software
also most photo programs will allow you make your own
simply make you own patten and add what you like

Now I know that this will cost, hear me out.
There are software programs that you can make cd covers. All you have to do is look, otherwise try the crayons or sharpies that was suggested.

HMV,as well as some other record businesses,puts out a flyer booklet selling their Cd's - usually found at the main entrance of their stores. Clip the pic of the CD you want, use some tape and there you go! This also works for DVDs - for that, I would try BLOCKBUSTERS.
