Sounds like baby eczema. Have his checked out by your doctor. There are steroid cremes that they can prescribe to help.

Sounds like eczema to me...my little girl had it when she was born and still does. She's eight now and tells me it doesn't feel to them as bad as it looks to us. Her pediatrician recommended lots of fluids (keep the skin hydrated), lukewarm baths (water that is too warm is a killer on skin), a mild soap ( i used Baby Phisoderm- you can get it at Walmart) and rich thick lotions like Lubriderm.
Good Luck!!!

Does it look like the bumps he had on his face? If not it could be exema ----if they are not red and raised or hot to touch I would think it was just a dermititis or maybe a reaction to something eg: laundry detergent or something he ate/formula but if it really concerns you contact his pediatrition.

Tiny bumps are okay, make sure he is eating well, has six to eight wet diapers. Kids get this skin bumps and it's totally normal if they don't have fever with it.

Where do you live ? is it hot and maybe humid - he may have heat rash but it could also be excema - he may be allergic to soap or some thing else may be affecting him - is it itchy ? is baby fussy ? try using ivory soap to bathe baby and see if that helps if not when you see baby doctor ask him about it at next visit
