Washinton is in the District of Columbia. This is a Federal
District which is set aside for the Capitol of the USA and the
district is located in parts of Maryland and Virginia!!!!!!!!!!

Because that's the name. It is not a state, it is a Federal District. Residents there do not have the same rights as other, state-dwelling citizens.
