your gonna have to do some pretty heavy research. Start calling around to apartment complexes and ask if they pay any utilities and if they don't ask them if they know of any place that might. Also you might want to try calling your local housing authority. They could probably refer you to a couple places. But good luck, not too many apartments out there where you don't have to pay any utilities.

You'll have to look under shared accommodation or room and board. No apartments offer heat, light, phone and cable. The only other place you might find with all bills paid is the home of your parents.
