It was composed between Sept-Nov 1880 and first played in Moscow in Aug. 1882. Tchaikovsky wrote it to commemorate the unsuccessful French invasion into Russia and Napoleon's Grand Armee devastating withdrawal in 1812 that was a major turning point in the Napoleonic Wars. It doesn't have any connection to the US War of 1812.

Tchaikovsky worked on the overture from October 12 to November 19, 1880. In his own words, he found it "very loud and noisy." The commission was to mark the 1882 Moscow Exhibition, and specifically the consecration of the Cathedral of Christ the Savior which was built there to give thanks for the Russian victory during the Napoleonic Wars.
The overture debuted in the Cathedral of Christ the Saviour in Moscow on August 20, 1882.
