I know they offer the IN messaging plans for extremely high prices but do they offer any other plans that are just anytime messages instead of 500 any-carrier message and unlimited in messages?

kinda hard to understand

I don't think I've seen any sort of all-you-can-txt package from any carrier, much less Verizon Wireless. Not yet, anyway. And if such a plan were made available, you'll probably pay much more than the biggest one they currently have (2500 msgs + unlimited in network for $20).

That said, you could go on a per message basis: 10c whether incoming or outgoing except for int'l outgoing (25c).

Do you mean do they carry unlimited out of network messaging?
No, not that I have ever seen.
They do offer a certain amount of out of network and unlimited in.
Example:
50 out of network text messages, unlimited in network
