If I can't access this, then why is it a link for anyone? How can you get rights to access it?

It means that you are not allowed there.

Just what it states.
The person who made the web site has set it as private or password only and might even be set up to only accept certain IP addresses.
Since you don't have these or are not on the list...you may not enter their site, simple as that.

just what it implies I guess you are forbidden too enetr the domain because you are not an admin of that web addresse.
