It's very complicated and according to your question you don't know what you are getting yourself into. Think carefully and gather all the information. It's a jungle out there.

If you were capable of running a travel agency, you would know about the licences you would need, you would know about the insurances, bonds and qualifications. You might need help with the property, marketing staff etc, but nothing about the travel trade. I think you should forget about it until you have considerable more experience. You would as an absolute minimum know where to get the info you need and would not be trying to get an answer here.

There is a magazine all about franchse opportunities. I forget the name - something like "Manking Money". Anyway, one of thier advertisers is a Travel Agent. You purchase the franchise and run the shop, they do the ticketing and run the ABTA side of things for you.
