I am around 4'10, and I have small hips, breasts and tummy & narrow shoulders. Whenever I try to find something that fitts me, it is either too long, or too wide. It is very frustrating and I am going to be attending a fancy company part and I need something nice to wear, that is actually my style and not ugly or strange looking. I will also be needing cute shoes, and I am a size 5.

You're a perfect size for vintage clothing and shoes. Check out vintage/thrift stores in your area, you might find something nice!
As for skirt lengths; shorter skirts make longer legs. I would say for your height, you should definitely not get anything below the knee.

Try shopping at local boutiques that specialize in Asian, Italian and Indian clientele. They are very petite so the size options will be there. You could also type your dress size + formal in a search engine like Shop.com and see what they have. You could try Loahmans, shop in a Teen formal ware store, do an on-line search for Prom dresses they come in all lengths and styles now you'd be amazed at how sophisticated they can be. You could also check e-bay and get a steal. Fredrick's of Hollywood has beautiful and comfy party shoes too. Good Luck!

Alterations are wonderful- and if it's a simple dress, not encrusted with beads or something, it should also not be expensive to do. If you're handy with the sewing machine, pinching the side seams to be deeper, marking them, and sewing shouldn't be too difficult.
I have a similar problem- I'm a string bean, so if I find something that's long enough, it's often too wide as well.

If you get a dress that fits you in length (just above knee would be good for a smaller person) and it is to wide, get it altered. Or an easier way is get a dress that is just right in with and if it is to long get it tailored to about right above your knee.

Try 5-7-9- stores, all their clothes are for petite women, also some Boscov stores have tiny dresses also

Bebe might have something, their sizes run small. Nine West has pretty shoes with sizes at 5.

im not sure what stores are around you but im sure you go to macys...
got to the thist section and look for a cute dress there !! trust they got small sizes... also for shoes go to dsw or payless
