I had the same thing happening to my toilet when my washer drained. It ended up being a clog in my main sewer line outside. In my backyard I have two white plastic tubes sticking up out of the ground and they have caps on them. I went outside with a plunger (just like the one you use on your toilet) placed it over the caps one at a time and plunged until I actually heard the clog release and suck out of the pipe.
Problem solved. Good luck.

If the first floor toilets are back to back, then it is possible that there is an obstruction after where the two connect and the main plumbing stack. Have you tried using a closet auger? These are especially made for snaking out a toilet. If the piping is exposed in the lower level of your house, you can get a better idea of just where the problem might be. You could also remove the toilet from the floor and use a cable snake directly into the waste line and clean it right into the main stack. PLEASE do not use any LYE stuff in the toilets. That causes more trouble than good.

Oh, boy... It sounds as though someone linked your pipes. You will need to assess whether this is the case for sure. Put some water in the tub with the plug in, add some food colouring or something else with colour in it, and release the water. If it comes up coloured in your toilet, some dough-head put both drains together, to save time and money. (Be sure to clean the colourant from the tub so it doesn't stain.) The best thing to do is call a plumber; get 3 estimates, and go from there. Good luck.

your bath waste pipe and wc feed into the foul sewer, so the pipes connect, and I assume that the bath discharges into the pipe upstream of the wc, thus it is possible that the bathwater rushing past the connection, creates a negative pressure in the wc and siphons the water from it, when you stop the flow, the equilibrium in the wc is restored and the water will rush in, filling the bowl.
Have you always had this? Because it may be you should if possible separate the bathwater from the soil pipe and discharge it separately into the same sewer.
If it has only recently manifested itself, then it is most likely to be a partial blockage,

Assuming the bath discharges to the same drainpipe as the toilet, you have a blockage in the section where they are common. Get some gloves and goggles, then make a strong caustic soda mix, pour it down your toilet. Maybe tihs will clear the blockage.

sounds like you go a plumbing problem. try to check the vent and see it its pluged up from leaves and debrie blowing down it. sounds like you are drafting the water out of the comode when you do the hand bit over the drain. if that is the only problem just stop messing with the tub drain.
