There's really only a partial connection.
Letting your body get really cold can temporarily make you more susceptible to catching whatever germs are around (colds being the most common). The freezing temperature puts a little extra strain on your immune system, that's all.
Also, when it's really cold out, the air tends to be drier, and this can make your throat and nasal passages drier, and a bit more susceptible to cracks, bleeding, and therefore entry for germs becomes a bit easier.

The only thing your gonna get from going outside without a coat is a red nose and a cold body. A cold is only caught by germs.

Well, let's take things to a real stretch....

If you go outside without a coat, AND you get badly chilled, you'll throw a strain on your body, which MIGHT make it easier for a nearby cold virus to leap up, attack you, and get you sick.

But if there's no virus handy....you won't catch a cold, even if you were out at minus 70 F. in Antarctica. (But put on a sweater! I'm cold!)

Recently, I was watching Oprah, and a doctor that she had on (Dr. Oz) said that there have been studies done to prove that you can't catch a cold just from cold temperatures. However, he said that you catch colds DURING cold temps because people tend to crowd into warm places like restaurants, malls, and other public spots. When you are in close quarters with so many people you are more likely to catch a cold. :)

Recent British studies show this not to be the case. Yet, I think the turgor caused of being cold puts is a stress on the system weakening it.
