This is an extremely involved question :) I wasn't able to find the info directly, but if you use the site below and check all the countries for their first Olympics, you should be able to help you figure it out.
Currently, there are 203 countries in the Association of National Olympic Committees, split among five continental associations: Africa, America, Asia, Europe, and Oceania.

There is no country that has done this.
Australia and Greece are the only countries to have competed in every Summer Olympics.
There are 12 countries that have competed in every Winter Games.
