You chop a tree DOWN because it is standing before you start and on the ground when you finish.
You chop a log UP as you end up with more pieces when you have finished, the number of bits has gone UP.

the tree has to fall DOWN, whereas the log is already on the ground so we chop it UP, it wouldn't make sense to chop a log down

I guess for the same reason that you drive on a parkway and park on a driveway or the fact that there are bait fish and fish bait. Things can be all fouled up. I have never heard of anything being fouled down. You can become bogged down thinking up an answer.

Because the tree is already up...so what goes up must come down,

the log is on the ground (I hope) and the pieces fly up so wear safety glasses.
