First you can search it in Application Wizard in Control Panel; if there isn't, you can disable the add ons in IE, how? see:
Tools / Internet Options / Programs / Manage Add-ons, there is a list, look for it an check the option below 'disable' then accept an close all IE windows, now search the folder that contains its files in Program Files an delete or move to another path, open IE and see if it works or not... if not its getting serious could be spyware or malware, better look for an expert.

It depends on if it has a UN install,Go to add & remove under control panel and remove it there. But some tool bars will not let you remove if they installed while on a site or if you downloaded something and this came with it.Need more info on what kind of toolbar it is. Good Luck

You need to go into the start menu then to the control panel. Click add or remove programs, then scroll down to the program you want to delete. Click remove, then restart your computer.
