I thought we had one in Spain but look whats happened in Marbella. The system has been so corrupt that many are now in jail, some of the properties are going to be pulled down including hotels, which were built illegally.Spain is now introducing new land laws to protect the countryside and coastal resorts, and from bandits who think they can build anywhere without licences

Because it protects property values. It is also a quality of life issue.
