Are you using Dial-up, DSL or Cable?
If any of these, contact your local Internet service provider (whoever gives you Internet service) and ask them that question. They will need to test your line to see if there are any physical problems on the line or if perhaps your equipment is faulty.

Broadband or dial up?
If broadband then fit a filter in the line between the computer and the phone socket.
If dial up then make sure premium services like call waiting are disabled.
Keep extensions as short as possible, don't use cheap reels.

you ought to touch your ISP or your telephony service in the event that they're separate companies. i've got heard of this previously, engineers have come out to repair the project and it seems the project is interior the telecoms field interior the line. you may get 'noise' on the line which interferes with the sign your getting on your cyber web and telephony. ensure whoever comes out to repair it tests no longer purely the wiring on your place yet additionally out interior the line. in the event that they say theyve fixed it, try it previously they leave via calling your place form mutually as on line.

if you have dial up then you have to either use the phone or use the computer, sometimes an incoming call will boot you off, though I think most companies have fixed that problem

Not enough info here, but maybe it doesn't like what you are saying... ;-)
Put your computer through a 'safe start' (F8) that often cleans out problems of this type.
